Density of Vacant Lots and City-owned Property

Ultimately, it seems that the City of Detroit becomes the owner of the the city's most vacant areas. This map attempts to illustrate this point. Look at the close correlation between the areas with the greatest concentration of vacant land and the ares with the greatest concentration of city-owned land.   1. Concerning the red zones, you can see what a devastating affect that trash incinerator has had on the neighborhoods directly to the East. In fact, almost all those red zones seem to be in areas near large factories. Except for that Brightmoor orange-ish/red zone. That one has me baffled.
